Following is basic information to assist Prospective Buyers, Realtors and Builders
regarding the administration of our community.
Gate Access: All visitors are required to show a valid driver’s license before being granted access to the community. The Security Officers are required to deny access if no driver’s license can be provided or if an invalid or suspended license is provided. Owners must register their guests with the Guard House prior to the visitor’s arrival or be available to grant access when the guard calls upon the visitor’s arrival. The Management firm does not have the authority to grant access to any privately owned property.
New Owners: Please contact the Association's Management Office at the Clubhouse (information below) with proof of ownership to expedite updating Association records and to initiate the New Owner Orientation process. This process includes information regarding login access to the private portion of this website, Gate Access Bar Codes and Amenity Center Access Cards. Two bar codes and two amenity cards are issued free-of charge per property. Additional bar codes and amenity cards are $20 each. Bar codes and amenity cards are not permitted to be issued to non-residents.
Tenants: Tenant leases are required to be for 6 months or longer and must be turned in to the Property Management office at the Clubhouse prior to the start of the lease. Tenants must contact the management office to schedule an appointment with the Property Manager for the New Tenant Orientation process similar to what is described above for new owners. Please note that bar codes cannot be issued to tenants prior to the start date of the lease.
Estoppel Letters: Estoppel letters are ordered from the Association’s Managing Agent, MAY Management Services Inc. for a cost of $250.00. Please go to their website www.maymgt.com. On the left side of the home page listed under “Closing Agents”, you will find a menu button for Estoppel Letters. Complete the form and the Estoppel will be sent out within 3-5 business days unless a different “required date” is stated. For an additional $25, you can place a rush order which you will receive within 24 hours. Estoppel letters will be sent to the stated email address.
2016 Association Dues & Budget: The 2016 Association quarterly dues are $410 paid at the beginning of each quarter. Assessments are the same for both developed and undeveloped property. Upon receipt of the transfer of title, the Association Management Firm, MAY Management Services Inc., generates a welcome letter informing new owners of their Palm Coast Plantation website User ID and password, and the Association payment procedures.
Association dues pay for the maintenance of the community common areas and amenities: These include – Accounting services, taxes and year-end reporting; Association management, insurance policies, legal fees, and utilities; The security, landscape, pond maintenance, fountain maintenance, and pool maintenance contracts; Clubhouse & recreation center maintenance: cleaning services, Heating & Air maintenance, and other services required for the upkeep and maintenance of the clubhouse & recreational facilities.
Architectural Review Committee “The ARC”: The ARC reviews all plans for new home construction. ARC approval is required prior to beginning any construction. ARC approval is also required for minor/major alterations to existing homes for landscape and/or exterior home improvements. Documents Available on this website: The Palm Coast Plantation public website homepage “Resources/Community Documents” folder has several documents of interest for prospective buyers, realtors and builders. These are:
The Association Covenants, Bylaws, Articles of Incorporation and the Rules & Regulations;
The Architectural Review Committee “ARC” Guidelines; and Builder Conduct Guidelines & Qualifications;
The Association’s “For Sale” Sign Policy, Model Home Sign Specifications, and Open House Policy.
Empty Lot Maintenance: The Association assists empty lot owners by arranging Right-of-Way “ROW” mowing and/or whole lot mowing services. Properties on Emerald Lake Ct, Emerald Lake Dr, Heron Dr, & Lakewalk Dr. require both ROW & lot mowing. Riverwalk properties require only ROW mowing. This annual fee is invoiced to empty lot owners in January for the whole year. The 2013 fees are: ROW $100 (20 cuts/yr) and Lot Mowing $60 (5 cuts/yr).
Boat & RV Storage: The Boat & RV storage rental is not included in the annual Association assessments. The annual rental fee per slot is $300. Invoices are sent out in January for the full amount to registered owners. Commercial vehicles are not permitted to be stored in the storage facility. Boats & RV’s are not permitted to be parked on the street or driveway overnight.
Parking: Parking is not permitted overnight on the street. Builders and their vendors are required to park on one side of the road. No parking on the ROW is permitted. Parking on empty lots is not permitted unless proper owner approval is received and documented with the Architectural Review Committee (ARC).
